Amendment Two on Texas Ballot is UN Agenda 21 Initiative–Vote NO!

In 2010 under DOT, HUD, and EPA, the federal government developed the plan for states to form a state revolving loan fund known as The Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF).  These programs are federal/state partnerships designed to finance the cost of infrastructure needed to achieve compliance with the Clean Water Act which was set up by the EPA.  Funds to capitalize these programs are provided by EPA grants to the state, along with state matching funds (equal to 20 percent of federal government grants).  These programs were set up under the American Recovery and Reinvestment Act in 2010!  20 percent of the federal funds must be targeted to green infrastructure; in other words green roofs, rain gardens, green streets, and other green EPA approved projects.  The clincher on this is that federal government will put start-up money into this fund (20 percent) but we as taxpayers will be faced with the perpetual funding of this project to the tune of a 6 billion dollar line of credit.  At all times 20 percent of the revolving funds MUST be spent on green infrastructure which will probably be spelled out by Agenda 21 proponents and with federal involvement the rules of the game can be changed at any time.  Do we really want the EPA and the feds telling us how to spend our money in Texas?
