An American Perspective of the Sustainable Places Project in Lockhart, Texas

The United Nations has come to Lockhart to take our cars and our houses. Fossil-fuel guzzling vehicles and single-family homes with a yard are officially on Agenda 21’s list of “Unsustainable” things that must be eliminated from Americans’ lives.

Lockhart applied for and was chosen as one of five ‘activity centers’ to receive special attention and funds from a consortium of faux governmental agencies for the purpose of implementing pre-determined, international goals. Lockhart’s strategic geographical position is that the city is the site of the latest swath of the Trans-Texas Corridor, called SH-130.

When we first moved to Lockhart in 2006, abundant car bumper stickers proclaimed their owners’ opposition to TTC and SH-130; nevertheless, it was a done deal. Opposition to the forced utopia planned for Lockhart by the Sustainable Places Project may suffer a similar fate. Nevertheless, it is my duty as a citizen of Lockhart and honor as a daughter of the Living God to speak up for what I see with my own eyes.

The United Nations is Satan’s headquarters. It was created to undermine this Christian, American nation and to destroy God’s people. Nothing good comes of it, nor of its many spawn agencies now sitting in seats of usurped power in cities all over America. This is the time of testing, the Valley of Decision. Will Lockhart choose self-government under the Rule of Law in this republic that protects our unalienable rights to life, liberty, and property — and send the Neo-Carpetbaggers back to New York City?

For those who do not receive the love of the truth so as to be saved, there is only one course:

The REAL Meaning of “Housing Choices and Mobility”
The Sustainable Places Project will allegedly monitor Lockhart for the purpose of “…[integrating] economic development opportunities and housing choices with mobility.” Let’s read that with eyes of understanding: Central planners are now going to determine what jobs there are, where we live, and how we get there.

“Stack em and Pack em” housing and restricted mobility is exactly what SPP has planned for Lockhart. CAMPO’s Commute Solution Report admits that changing people’s “travel behavior” is what they have in mind.  Every Texan should be fighting mad to see an unelected agency claiming that they are going to accomplish political goals through psychological manipulation. This is the stuff of mentally deranged dictators, not fitting for the spiritual posterity of those who gave their lives for freedom in the Lone Star State! Does anyone really remember the Alamo these days?

And speaking of ‘stacked’, the SPP Stakeholder Committee seems to be predominantly Democrat, and I would even go so far as to say exclusively Democrat with the exception of one man; so much for a fair representation of the community. Therefore, I will quote from Democrats Against Agenda 21:

UN Agenda 21/Sustainable Development is the action plan to inventory and control all land, all water, all minerals, all plants, all animals, all construction, all means of production, all information, all energy, and all human beings in the world.

Have you wondered where these terms ‘sustainability’ and ‘smart growth’ and ‘high density urban mixed-use development’ came from? Doesn’t it seem like about 10 years ago you’d never heard of them and now everything seems to include these concepts? Is that just a coincidence? That every town and county and state and nation in the world would be changing their land use/planning codes and government policies to align themselves with…what?

Far from being a ‘conspiracy theory’ or a ‘tin-foil hat’ fantasy, this is an actual United Nations plan, signed onto in 1992 by President George HW Bush along with 178 other world leaders. The UN called it Agenda 21 because it is the Agenda for the 21st century. According to UN Secretary General Maurice Strong, the ‘affluent middle-class American lifestyle is unsustainable.’ That includes single family homes, private vehicles, appliances, air-conditioning, & meat-eating. [Tell me again, what city is the BBQ CAPITAL OF TEXAS?] They are a threat to the planet.

This might sound like a silly plan that doesn’t affect you. But look around. This economic collapse is UN Agenda 21. You’ll hear that this plan is non-binding, that it’s a dusty old plan with no teeth. That is a lie. In fact over the last 20 years this plan has been implemented all over the United States. “Analytical Tool” or BIG BROTHER?

With the aid of an “analytical tool”, which is software that was developed by Fregonese and Associates for a plan called Envision Tomorrow, computers will be used to track every citizen’s “carbon footprint, land use patterns, refine transportation plans, and build scenarios.”  One of the most bothersome brag points of this software is that it will “inform potential policies.” Lockhart is about to be under Big Brother’s Microscope. This is very disturbing.

Smart Meter technology is part and parcel of the SPP. Recently I called the City of Lockhart to ask some questions about Smart Meters. I was told by Finance Director Jeff Hinson that he “did not feel comfortable talking to me” and told me to file an Open Records Request. So much for open, transparent government! I was sent copies of purchase orders for Smart Meters, but all my questions were stonewalled.

Smart Meters are actually tracking devices that have not been proven safe but are, indeed, causing health problems (heart palpitations, hair loss, insomnia, etc) as well as billing accuracy issues, and most egregious of all, these meters trespass our privacy. These FCC microwave transmission devices will be installed in the Demonstration Site, which will be a big part of monitoring those carbon footprints. Now that the Site has been expanded the whole length of Lockhart, we must wonder if MORE Smart Meters will be ordered.

Smart Meters are being challenged in states all over the country. In Maine, Smart Meter foes took their case to the state supreme court: “…Opponents of Central Maine Power’s wireless-enabled electric meters say the devices emit radio frequency radiation that risks health and are an invasion of privacy because of the detailed data they collect.”

On the other side of the nation, Californians have forced PG&E to restore their analog meters. Next Tuesday, Aug. 21, outraged Texans are meeting with TPUC in Austin to present their complaints. Smart Meters endanger the entire grid, national security, and individual health. Informed people are writing letters and speaking up, but these devices are being FORCED upon us anyway.

The egregious imposition of Smart Meters onto the property and homes of unwilling people and the bad faith and loss of trust that is created between the people and their elected leaders should be an omen of the political hot button that even further invasion of citizens’ rights with an “analytical tool” will bring to Lockhart.

New Methods and Old Lies

Don’t expect the Blue Helmets with AK’s in hand to be stopping us at the 142/183 intersection and seizing our non-green SUV’s and trust deeds. Tyrants have learned that it is much better for their public image, as well as when operating among [armed] citizens, to enlist the target’s cooperation in their schemes.

So rather than make a bloody mess in the tradition of Coups Past, they have sent civilian envoys to the Glosserman Room at City Hall to convince us that true happiness is found living ‘a la Sardine’ in a shoebox apartment and surrendering our climate-controlled cars and trucks for our own two feet or a bicycle, even in broiling Texas summers or icy Texas winters, for the sake of saving the planet from “Global Warming”.

The fact that Global Warming has been proven a fraud and the planet does not need saving are the real inconvenient truths, because when truth is known, All Things Sustainable that have been based on lies blow away like popcorn in a dry, west Texas wind. Developers, bond brokers, attorneys, and consultants ~~ the real beneficiaries of such fraud ~~ are left jobless and powerless; elected officials are left red-faced and embarrassed at being taken for such a scam.

Of course, the U.N.’s involvement is not disclosed to the community, because there are still too many [armed] patriots and [armed] veterans who have not been convinced that America needs to surrender her national sovereignty to an international cabal.  Therefore, we are not told that the goals of the United Nations, Agenda 21, and the federal office of Housing and Urban Development (HUD) are identical. Yes, identical.

From the unholy trinity of the U.N./Agenda 21/HUD alliance, with the EPA and Dept of Transportation in there for good measure, grants and power go to regional corporations like Capital Area Council of Governments (CAPCOG), Capital Area Metropolitan Planning Organization (CAMPO) with its 37 “Activity Centers” otherwise known as cities, and Capital Area Texas Sustainability Consortium (CATS Consortium). The Consortium created the Sustainable Places Project and the five Demonstration Sites: Lockhart, Austin, Dripping Springs, Hutto, and Elgin.

A Quick Look at “Consortium”

Let’s take a look at that word that they call themselves: CATS Consortium. Do you know what it means? Do you really know what it means? From Wikipedia: A consortium is an association of two or more individuals, companies, organizations or governments …with the objective of participating in a common activity or pooling their resources for achieving a common goal. Consortium is a Latin word, meaning ‘partnership, association or society’ and derives from consorspartner’, itself from con- ‘together’ and sors ‘fate’, meaning owner of means or comrade.

Owner of means”? That word, “means”. That’s the same word for capital, or wealth. I thought in a free market society that the individuals were the “owners” of the wealth. I think we have stumbled upon a Freudian Slip of great magnitude, “Comrade”.

Governance in this republic used to be done by voters electing their state senators, state legislators, county commissioners, and city councilmen. No longer. These agencies, called “Non-Governmental Organizations” are, in truth, very governmental.  These NGO’s are instruments of soft despotism through Corporatism and Consensus Democracy. We have seen historically that “soft despotism” very quickly evolves into an iron fist.

Consensus Democracy is the new political science, but based on the old lies of Hegelian Dialect, where a pre-determined outcome is brought about by manipulating opposing sides. I implore the members of the Stakeholder Committee (those with honest intentions) to realize that they are being played like a cheap fiddle. CAPCOG has no intention of doing  what is best for Lockhart; all their programs and policies are geared for the same thing all other “Activity Centers” (cities) are in line for: CONFORMITY and theft of INDIVIDUAL, PRIVATE PROPERTY rights for the good of the COLLECTIVE.

The Sustainable Places Project is a tool for bringing fascism to Lockhart. Those on the Stakeholder Committee who are property owners are implored to do due diligence. There will be no second chances.

“Activity Centers” ~~ Indeed!

The four outlying cities/activity centers chosen for the Sustainable Places Project grant make a big X right through the middle of Austin, the fusion center for Central Texas. There is Lockhart to the South; Hutto to the North; Elgin to the East, and Dripping Springs to the West.

Lockhart is strategically located on the Trans-Texas Corridor, and is also the site of a State Prison that has capability to house 1,000 inmates.

Austin is the home to a Regional Intelligence Center, also called a Recognized Fusion Center, and conducts the “receipt, analysis, gathering, and sharing of threat-related information and have additional responsibilities related to the coordination of critical operational capabilities across the statewide fusion process with other recognized fusion centers.”  “Additional responsibilities”??

Dripping Springs is the headquarters of LaSalle Southwest Corrections, a private prison corporation that runs eleven jails in Texas and Louisiana.  “LaSalle Corrections is an established developer and operator of correctional centers throughout the State of Louisiana and Texas….”

Hutto is nine minutes, or 7.6 7 miles from the T. Don Hutto Residential Center. This facility is a former medium-security prison and now functions as “a guarded, fenced-in, multi-purpose [??] center currently used to detain non-US citizens awaiting the outcome of their immigration status.”  This center is often in the news for violations of human rights. It formerly held immigrant families, but as of 2009, only houses female detainees.  Like the “additional responsibilities” of the Austin Fusion Center, this Hutto site is a “multi-purpose” facility. Hutto is a hub for Immigration and Customs Enforcement, Homeland Security, and Corrections Corporation of America, the country’s premiere private prison industry leader.

Elgin is in Bastrop County, eight miles from the Federal Correctional Institution located in Bastrop, Texas, and houses low security male inmates. The facility also has a satellite camp located adjacent to the FCI that houses minimum security male inmates.

Lockhart’s Troubles Begin

In 2000, Lockhart purchased a very pricey ($8,333 per page) 2020 Comprehensive Plan. Except for unique demographics, the plan is identical in scope to that which hundreds of other cities have bought, so that all cities may conform to the same UN/Agenda 21/HUD mandates. According to the CAMPO 2035 Regional Growth Concept, Lockhart’s ordinances will be cookie-cutter copies of the other 36 Activity Center cities.

WHY should this be?

WHY should Lockhart have the exact same ordinances as any other city?

Shouldn’t Lockhart have the ordinances that the CITIZENS of LOCKHART desire and their elected representatives vote on?

WHY is Lockhart being mandated by CAMPO to “Amend comprehensive plans and development ordinances to allow higher residential densities within activity centers”??

What if the people who live in Lockhart do not want dense, high rises in their downtown area?

Whatever happened to the right of a city to govern itself? For the people and the free market to determine their own “future development”??      

Imagine Lockhart

Then, in late 2010, an NGO called “Imagine Lockhart” appeared and its founder, Hans Friedel, worked as an intern with Planning and Zoning (how convenient), later securing part-time employment. Imagine Lockhart was “unaffiliated”, they claimed, but how does that explain dozens of other “IMAGINE” cities all over the country, pursuing the same UN/Agenda 21/HUD goals?

Imagine Lockhart’s stated goal was to implement the 2020 Comprehensive Plan. They led silly, oblivious citizens to believe that they were only here to start a farmer’s market and pick up trash around the Square. Oh yes, and re-writing ordinances and applying for grants and entangling Lockhart in even more REGIONALISM under the U.N./Agenda 21/HUD goals were details that went unnoticed, except by some who exposed them early on and got blocked from their site and threatened with a Cease and Desist.

For a group that states they are not ‘political’, the entire founding team of Imagine Lockhart is at the core of the Sustainable Places Project.

  • Friedel in Planning and Zoning is the unseen hand behind the grant writing
  • Catrin Bennett is Vice President and co-founder and signed the Grant Application and is also a voting member of the Stakeholder Committee
  • Andi St. Leger is the President of Imagine Lockhart and member of Stakeholder Plus
  • Chris St. Leger, her husband, is a Board Member and also a Stakeholder Plus member

Imagine Lockhart submitted one of 11 rubber-stamp letters (it is very obvious that ONE author wrote ALL the letters) in the SPP Application, and again, we see Imagine Lockhart co-founder Catrin Bennett signing as one of the “Supportive Businesses”.

If you still doubt that IMAGINE LOCKHART has not been forthright with the community about their true intentions, see page 21 of the Application, Appendix C, and take note of whose banner is flying proudly over Hwy 183. There are 21 signatures on the SPP Grant Application, some are legible but most are not. We really don’t know WHO actually signed in support. You would think that on a legal document like this, a printed name would also be required. You’d think.

Former mayor, Ray Sanders, signed the application and was also designated as the “Representative of a church within the demonstration site boundary.” How cozy is that??

Yet, the Application states there is “broad public support” for the SPP grant.

NO, there is NOT. There is an oligarchic cadre of a FEW people, a small, controlling element of self-appointed elitists and operatives who claim to represent the city, and whose SAME NAMES we see OVER AND OVER. The group was tightly controlled in order to tightly control the pre-determined outcome of the project. They do not represent the majority of Lockhart, most of which are unaware of the long-term consequences of this travesty of justice!

Social Justice = No More Private Property

Speaking of justice, the ghost letter contains the words, “social justice.” This is a dead giveaway as to the real intentions of the SPP and the connection to the United Nations and Agenda 21. The 21 business owners and 11 other signatories may not realize the significance of those two words, but in essence, it means that they have signed their own wealth away.

Social Equity (Social injustice)

“Social justice is described as the right and opportunity of all people “to benefit equally from the resources afforded us by society and the environment.” Redistribution of wealth. Private property is a social injustice since not everyone can build wealth from it. National sovereignty is a social injustice…”  http://americanpolicy.org/2011/03/31/agenda-21-in-one-easy-lesson/

Society either has “Social Justice” or “Equal Justice”. Under the republican form of government with the Declaration of Independence and the Constitution, there is Equal Justice. Power is limited, and all are equal before the law. The state exists to secure the unalienable rights we are all born with.

With Social Justice, mob rule replaces our unalienable rights, and society becomes a true democracy.  The “common good” is the foundation of law, not the rights of the individual. The common good is always being defined according to the need of the moment, so one never knows what rights one has. The collectivist state with centralization of power does not exist to secure your rights; you exist to serve the state.

Bait and Switch, a Bully Steering Committee, and a Land Grab

At the July 24th meeting of SPP, the consultants pulled the classic sleazy salesman ploy of Bait and Switch. While the SPP Application clearly states “127 acres including and surrounding the Central Business District”, by the end of the meeting, the focus area was extended to SH-130 on the north and to the city limits on the south. The consultants claimed that they were not aware that Lockhart was going to be affected by the latest eight-lane tentacle of the Trans-Texas Corridor.  This is preposterous!  Either the consultants are complicit and had every intention of extending the boundaries, or this is their first day on the job.  It wasn’t their first day.

It appears that Lockhart is being led by the nose by a very aggressive Steering Committee to submit to the idea that a grant application that defines the boundaries of the Demonstration Site really means nothing at all. It’s a Camel’sNoseUnderTheTent strategy that appears to be working. Here is an excerpt from the City Council Agenda Item submitted by Dan Gibson:

The 15-member stakeholder committee for the Sustainable Places Project grant has now met three times.  It was mentioned at the first two meetings that the committee should expect that the boundary of the demonstration site would need to be altered or expanded at some point to better address the goals of the Sustainable Places Project grant. Staff and the former and current mayors had already agreed in a conference with the grant selection committee last fall to be open to the idea as a condition of receiving the grant. 

This is appalling! It appears that the Grant Selection Committee said (envision puffy cheeks), “Look here-a. We gotta the money. You wantta the money?? Then you gotta shut uppa whenna we come-a to your city and take-a all the land-a we wanna. Capeesh?”

One must ask the obvious question, “If this was already planned, then wasn’t it a DogAndPonyShow to pretend that the Stakeholder Committee on July 24th had any power to say NO to the consultants’ proposed change of the boundary?”

What CAPCOG has done is a blatant land grab. Some citizens may even see this as serious enough to consult attorneys.  The original Grant Application has been trashed and a new one, not approved by the governing authorities of Lockhart, or the LAND OWNERS of the area, has been substituted. This is WRONG! Is this what the citizens have to look forward to in the next two years?

Simply put, most of Lockhart, at least the vital business heart of the length of the City comprising the Demonstration Site, will be subject to CAPCOG rules and the “analytical tool” which some business owners and residents in the expanded area may well resent and refuse. Also, who’s to say that Lockhart Ordinances won’t take a backseat to CAPCOG mandates?

As a Stakeholder Plus Committee member, I highly urge the City Council to re-think this grant. The best option is to tell CAPCOG to leave Lockhart alone and let the free enterprise system work. Let them take their Corporatism and Consensus Democracy elsewhere. Good riddance.

The next best option is to hold to the terms of the original Grant Application and stick to the 127 acres without expanding either way. After all, looking at Appendix A, The Community Ideas/Wish List that business owners around downtown submitted, the improvements were going to be specific to the downtown area.  How could the original terms of the Grant now be implemented?

Conclusion: Unalienable Rights, or IKEA?

The United Nations is hell-bent on crushing every sovereign nation in the world, and implementing a world government. They cannot win without the participation of people at the local level. I have identified the teams and the players.

This is the moment of truth: either we stand up for our unalienable rights of private property, rights of travel in the vehicle of our choice, rights of life and liberty and pursuit of happiness (property) which includes the rights of living and working where WE choose, not where some Big Brother computer places us…

…Or, you sell your car and most of your stuff, buy a bicycle, and then pedal out to IKEA to learn how to live in a 600 sq. ft. box with no yard, pets, or garden.  This is the “housing choice and mobility” that you will be buying into.

May God richly bless America and Lockhart as we seek to be obedient to His eternal Law.
